Founders often decide on the Netherlands and then default to Amsterdam. Sometimes that is right. Often it is the most expensive version of a decision that was never really made.
Amsterdam: talent and capital, at a price
The deepest pool of international talent and the highest concentration of investors, alongside the highest office and housing costs in the country. If you are raising, hiring internationally, or need to be where the conversations happen, the premium is defensible.
If your business is operationally heavy, it is not.
Rotterdam: logistics, trade, industry
Europe’s largest port and a city that thinks in supply chains. If you are moving physical goods, working in energy transition, or building anything industrial, Rotterdam gives you proximity to the infrastructure and to the people who run it.
It is also markedly cheaper, and the municipality is noticeably hungrier for incoming business.
Eindhoven: deep tech and hardware
The Brainport region around Eindhoven is where Dutch hardware and semiconductor expertise concentrates. For deep tech, photonics, medtech or advanced manufacturing, the engineering talent here has no domestic equal.
The trade-off is a smaller international layer and a network that takes longer to enter — it rewards presence rather than visits.
How to actually choose
Work backwards from your first five hires and your first five customers. Where do those people already are? That is usually your answer, and it is usually not the city with the best-known name.
